My first reaction is that this kind of thing is precisely why they

My second reaction is that if your partner expects URLs to work in
unqualified DC,
they >>ought<< to be sending you URLs that are well-formed according to
the URL
specification. That means that (among other things) the 'protocol'
component of the
URL (e.g. "http:", "ftp:", etc) must be present.
