I do not understand logic behind the 3 indicator in the first position of 
246 tag. Logically, when we assign a the first indicator 3 in 246 tags, it 
means that it will be not generate a note, and give title added entry 
access. But, whereas it actually generate note legend “Parallel title”. 

If we assign 246 1 1 to denote parallel title will it be wrong?

Can any one explain me the logic.
