Two comments on the LCRI 25.13 revision:
In the second of the first three 667 examples (under Name Authority
Records/General), we're implicitly told to cite the LCCN of "the authority
record for the work, if established." The last 667 example (under Bible,
Catholic Liturgy...) says to "use [heading for the manuscript]." Since the
RI has already said that we should "create an authority record for the
heading for the manuscript in all cases," I'm not sure why there's this
difference. When an authority exists, is it better to cite the LCCN, or to
give the heading?
Under Name Authority Records/General, the proposed rules says "It is not
necessary to establish the separate heading for the work unless it is
needed in cataloging." Presumably this "needed in cataloging" applies
differentially to LC catalogers and NACO contributors, per DCM Z1, Name
Authority Records; though LCRI 21.30G constrains PCC practice from creating
authority records for related work added entries when bib records bearing
the heading already exist in the file. Given the fairly complex nature of
this determination of whether an authority should be created, some
clarification of what "needed in cataloging" means here might be in order.
Personally, I'd be happier if NACO at least were given greater latitude to
create name authority records for base uniform titles, for various reasons;
but that's a different issue. And I have nothing to add to Gary's and
Ralph's comments about $n vs. $p and $k vs. $t, except to agree that $k has
caused us problems, too.
