I guess the Library of Congress has the same problem.
IOW, coders still use the old glyphs when creating finding aids
rather than look up the current codes (base 10 or base 16). To avoide
this, I provide lists for interested coders here at loc.
If the DTD has this option, what is wrong with using it?
The criticism seems misplaced.
