FY2006 is the first year of the new Serials Subscription Basic Ordering Agreements (BOAs). There are no OPTION YEARS left for any competition done under the old BOAs. Every agency planning to use a FEDLINK vendor for their serials orders must compete their serials subscription requirements. A minimum of four months is needed to compete your agency's serials requirements. All remaining competitions with start dates prior to October 1, 2006 are due in the FEDLINK Contracts Office by January 15, 2006. All libraries with start dates after October 1, 2006, including January 1, 2007 start dates, are due in the FEDLINK Contracts Office by February 28, 2006.

Forward the Intent to Compete Serials form, an electronic MS EXCEL version of your title list, and the Serials Subscription Checklist located at http://www.loc.gov/flicc/onlinedoc/serials06.html. Send all documents to [log in to unmask] and include FEDLINK ID and your earliest start date in the subject line, i.e., ABCD Serials Competition, Jan. 07.
Transfer pay under $25,000.00
Libraries have the option of allowing FEDLINK to conduct the competition by following the directions above. Or, libraries may conduct their own competition by sending (via email) the title list and requirements to ALL seven (7) FEDLINK serials vendors. Evaluate quotes received based on technical acceptability and lowest service fee/price. Notify all vendors who provided quotes of vendor selection and service fee/price, document all quotes received and other factors affecting choice, and then submit documentation to FEDLINK using the Serials Selection Form.
Transfer pay under $2,500.00
Libraries may select any of the seven (7) FEDLINK serials subscription vendors and submit the Serials Selection Form identifying the library's chosen serials vendor. Please note that your requirements for the year may not exceed the $2,500 limit. This option does not allow multiple orders under $2,500.
If you have not already started, begin the Interagency Agreement (IAG) process. Select "C" to cancel your current serials subscription agent. Set up an "SZ" account to hold monies until a new serials subscription agent has been awarded. Press the button next to "In Process".
Direct pay libraries should consult with their agency's contracting office regarding specific agency requirements for competition.
