Helge, the story you are thinking of is "Strata" - a very clever piece of
SF, and one of my favourite pieces of Pratchett.
As for whether Pratchett is fantasy or satire - he's both, of course, and
part of a long and noteworthy tradition of satirical fantasy (or should that
be fantastical satire?) which includes the likes of Swift's "Gulliver's
Travels".
