Mi Michele: In the Northwest Digital Archives, if we can't draw a term from
a source (LCNAF et al), we instead put something in the RULES attribute. For
instance, if a name isn't in the NAF but we formulated it according to DACS,
we put rules="dacs". This provides more specific documentation than "local."
