How should federal libraries react to the Association of Research Libraries (ARL) support of using digitization as a valid and acceptable preservation format? Since ARL concluded that "the emerging consensus... argues for support of digitization as a viable preservation reformatting strategy," many private and public sector organizations have already taken the next steps for their collections. How does digital as a preservation format (either big "P" or little "p" preservation) combined with the increased pressure of eGovernment affect the efforts of the federal government?
