Just posted a comment there, but should have added that I liked your
comment on formats (plural):
"This data is important because we absolutely will have to be able to

I'd go even further though: it's time to stop thinking about formats
altogether. Metadata isn't about the straightjackets of documents,
formats, and xml schemas. It's about statements and the relations
between them.
