The proposal as posted does not reflect the editorial changes agreed
upon at the MARBI meeting. These changes are:
1. The "x" which identifies the NCR as a hexadecimal representation
shall be lower case.
2. Alphabetic characters used as hexadecimal digits shall be upper case.
3. The hexadecimal representation of the character shall be four or more
digits.
Thus all characters in the BMP will be represented by four-digit
numbers, while those in higher planes will use five or six digits.
