As of October 1, 2006, CISTI ceased to be a FEDLINK vendor. In a previous announcement, FEDLINK suggested that either the Defense Technical Information Center (DTIC(r)) or OCLC could be a replacement for FEDLINK as a CISTI conduit. While DTIC provides its customers free Internet access to the bibliographic information in CISTI Source, and supplies CISTI documents at a discounted fee, not all FEDLINK members necessarily qualify to receive DTIC services. FEDLINK members who wish to use DTIC should go to the DTIC website http://www.dtic.mil/ and determine if they are eligible to register for DTIC Services. They must then register and establish a means of payment, preferably by credit card, as there is a surcharge for use of the NTIS Deposit Account. DTIC only delivers CISTI documents by fax or courier; electronic delivery is not available from DTIC.
