CPSO has a notice on its web site at: http://www.loc.gov/catdir/cpso/unicode.pdf about Unicode implementation that also addresses NARs. I will check with CPSO next week to see if the status of the availability for inclusion of non-Roman scripts in NARs has changed and let you know.

Thanks for the heads up.
I have a question about NARs. Should I be entering non-Roman data in
NARs. It certainly would be no problem for me to add CJK and Cyrillic
data if that was wanted. I know that a database of Chinese NARs with CJK
data is available in Hong Kong but was wondering if adding them as a
regular part of my NACO work would be welcome. If so, please let me know
of any protocols to follow (which fields other than 1XX would get
non-Roman data, etc.).
