Just like serial records, bibliographic records for integrating resources reflect all iterations, not just the current one.

(and probably other pages from the internet archive) provide justification to establish a NAR for the earlier body. It is cataloger's judgment how much you trust the information in the existing cataloging copy, but if you have no reason to think it is wrong, I would include it as part of the record you are working on. Why delete data which was correct at one point in time?
Yes, in terms of importance, access for this particular corporate body is probably not as critical as say a change in the title presentation (where the resource might be cited by the earlier title) but it was published by this body at some point in it's history.
