I think this would be handled by 12.7B10 as my understanding is that abbreviation and capitalization is not being prescribed.

This was spotted already by WG members (don't remember now who it was...most of Midwinter is one big blur for me right now) and we asked Judy K. to change the wording so it was reflective of the "floor" concept. Don't remember now what the specific proposed text is. Anyone else on the WG remember? --Steve
