You make a very good point. When this language was first drafted, we
were using the "may" to indicate that libraries may change the language
on vendor records, whereas they "may not" change it on records from
other sources (that is libraries) in normal circumstances. Perhaps we
need to reconsider this wording, and I thank you for pointing this out.

I was surprised to read:

It seems to me the language could be stronger to indicate that the
language SHOULD reflect the language of cataloging, not whatever
language the vendor record was in. I recognize this won't necessarily be
any particular language so there is some "may-ness" to this. The
cataloging language of the full record might be the vendor language but
not English or any other particular language.
