There are many more SRU/W services in operation--- not just private sector
but also among libraries and research institutions--- than published. Nothing
about SRU/W that means its access for all. Even among "public" services there
is typically a difference between "public" (students, researchers, faculty,
projects) and "public". Often access policies are complex and even within the
European Union one needs to watch out for cross border issues.
The Internet has changed significantly over the past few years and we've
been forced to be less "public" about public services. We saw alone
over 280,000 SPAMs yesteday (and it was not a bad day) and 100s of all
kinds of attacks per hour. Given the use of search to feed SPAM has meant
that even public sites (like our own IBU.DE) would rather have the general
public go via one of the Web or RSS interfaces than talk directly using
one of our many S/R protocols.
