Then wouldn't it be useful if the SRU pages prominently featured a
page "here is the bibliographic searching set in the form in which it
will be submitted to the standards body"?

Or surely we don't intend to wait two years for the committee
processes to grind through before there's any well-defined way to do
bibliographic searching with SRU?
