MARC records don't include datestamps down to the day, much less minutes
and seconds, so that data can't be used to generate the OAI header.

Why make the distinction?  I could just as easily ask for the record in
the OAIHeader schema and have the data also returned as extraRecordData
in the MarcXML schema.
