That certainly sounds familiar (and sensible).

Ooohhhkay, got you. So the purpose the document you're asking for
comments on is to guide the implementors of OpenURL resolvers in how
they should formulate SRU queries in order to resolve the OpenURLs
they have been given.
OK, that makes sense.
But resolver writers WILL use dc.creator="george orwell", whatever the
profile says. (I know I will, because no SRU servers will support the
profile, and they will all support dc.creator).
