You should still consider using one of the Unicode encodings. UTF-8 is probably the most appropriate for you. With Unicode, you needn't worry about using entities for particular character sets. The code points are U+014C (C58C in UTF-8) for the capital form and U+014D (C58D in UTF-8) for the lowercase form.
