We are planning to use the PREMIS as metadata and not use PREMIS as the
main metadata package, but we wanted to store all the events, including
the SIP submission event, as part of the PREMIS metadata event entity.
As part of the submission event we want to store the information about
the producer as recorded at the time of the event.
We would rather use standard structured information within the Event
entity or the agent entity to store that information. But, from what I
see, there is no good location within the PREMIS framework. We might
store it in a different metadata type and reference it from the PREMIS
event or agent entity.

My interpretation is that you're treating PREMIS as the main metadata
package where in fact that's the job of METS and alike (eg DAITSS, APSR
models). Generally at the SIP level METS is the submission package.
PREMIS intervene at the AIP level.
Storing provenance info int the METS header is also not a good practice.
METS header (<metsHdr>) is about the METS document itself. Provenance
usually lives in the Descriptive Metadata (<dmdSec>) as self-contained
or referenced externally.

metadata. In our view SIP submission is provenance information that
should be stored in PREMIS - this might push us to use the eventDetail
and not an external metadata.
Another option will be to store it in the METS header information as the
option is to use PREMIS with a METS wrapper, this is not storing the
information in the PREMIS but it is still self-contained - but then the
question is less relevant for this group although it correlates well
with the METS/PREMIS discussion.

I would use eventDetail if you want to record it within PREMIS.
eventDetail says it's not intended to be processed by machine and can be
used for any additional information about an event (I suppose you could
consider SIP submission an event). Better would probably be to store it
outside of PREMIS in something like an authority file/agent information
file.
