Discussion Paper 2008-DP01: Identifying headings that are appropriate as added entries, but are not used as bibliographic main entries
Option 2.1: new code in 008/14 : code c is technically available, but was a local code in NOTIS and may still be contaminating many institutions authority files, another choice might be safer. The advantage of a code is that vendor authority processing and other software could easily flag an erroneous use in 1XX of the heading, while allowing the heading in 7XX.
Option 2.2: use of 667 with 008/14 coded as a: While this is not a change for MARC21, it is a change for LC and all other names files, same as the option of a new 008/14 code. The building headings need to have their 008/14 codes changed and 667 tags added. No machine processing will ever be able to report erroneous use. Less functionality and the same amount of work to implement. Tale headings are presently coded this way.
Option 2.3: define a new 7xx for these headings: there are very few appropriate tags left, and the proposed definition seems excessively narrow. Systems would still need to be adjusted to allow 008/15 to authorize the heading to appear in this field, but only for 110 headings when 008/14=b (else all topical subjects would also be valid here). The other difficulty with a new 7XX in the bibliographic format would be establishing its relationship with the appropriate authority tag, it would give us another hard-to-implement case of an authority tag needing to validate to a bibliographic tag that doesn't match it. What indexing is intended for this field? With 6XX or with other 7XX? The consideration of tale headings shows that this does not cover all the needs.
Question 1.
If automated validation is desired to the level of 1XX vs 7XX, then coding is needed, even if there are not many such headings.
Question 2.
A new 008/14 code (Option 1) combined with a note in 667 would be the easiest to implement and also give the cataloguer readable information. The other option, if we can live with the occasional erroneous use in 1xx, is to change the coding practice and code these headings with 008/14=a. There is no apparent advantage to using a new 7XX and it would be much more complicated to implement.
Question 3.
Option 2.2 also has a cost, although only 2.1 and 2.3 require system changes.
Question 4.
If it isn't necessary to have authority records for these headings an easier solution might be to use field 653 with the new indicator values as requested in 2007-06/8.
