I have never used Apache SOAP stack but here is what I think from a pure 
XML Data Binding perspective.

Whether xsi:type attributes are generated or not, has to do with whether 
the XML schema for the instance document uses type substitution or not. 
If the schema uses type substitution then removing xsi:type would make 
the instance document invalid w.r.t its XML Schema.

You may wish to make sure that whatever you do, generates valid XML 
instance documents.
