I think Anthony was just reminding folks of the clean-ups that have been previously announced on this (and other) lists, and the fact that some of them are on-going. You can look at the list archives for the more detailed information you are seeking, the messages you will find most helpful are probably:

Anthony and All,
With all the projects underway it would be nice to have information
about ALL of them in advance. It would also be nice to understand the
purpose of the removing final punctuation project. Could it be delayed
until after these other projects? Those of us that have to keep up with
all of these projects, as well as train, review and contribute authority
records are overly burdened. Something will have to give and it could be
our health, sanity or the work itself. If I am going to lose my health
or sanity, I would like to understand why ending punctuation is the
reason.

Heavy Traffic in Authority Record Distribution
The Cooperative Cataloging Team has received a number of inquiries from
PCC members about heavier than usual distribution of authority records.
There are several projects underway at OCLC and LC to revise existing
name authority records or to revise and create new subject authority
records.
OCLC, among many other projects, is deleting final marks of punctuation
from the 1XX fields of personal name authority records; replacing the
pound symbol in music uniform titles with the correct sharp symbol; and
will *pre-populate* name authority records with non-roman data drawn
from bibliographic records. All these records must be re-distributed.
In LC, there are projects underway to create genre headings and to
create validation records. These too will be distributed.
This heavy traffic in authority records will continue for the
foreseeable future.
