Yes, in most cases, except in the case where you had an undifferentiated 
name heading and someone now creates a new differentiated name heading for 
someone while the existing name authority remains.  In a case like this, 
the heading will stay controlled in the bib record even if it is no longer 
the correct heading for the person.
