Just an idea: would it not be possible to repeat the entire EAD in another
language, in the same document under the <eadgrp> element?

<eadgrp> EAD Group
Description:

A wrapper element in the EAD Group Document Type Definition (DTD), which
allows several archival finding aids encoded with the EAD DTD to be combined
into a single document.

EG:

<eadgrp>
<ead>Finding aid in English</ead>
<ead>Same finding aid in French</ead>
</eadgrp>

This would lend itself to the problem of transliteration, too. But the
problem is @langcode is available to only a few elements. @type is usually
available, but I find that in practice it's often already in use.
