You are correct in that the 28000 series is of course the Concert Series . 
Looking at the catalog again ; ( it is original , not a reprint)  all the 
German 
selections listed are classical music by such artists as Rappold , Goritz and 
Urlus .

We will have to research the numbers of the other foreign cylinders .The 
catalog 
I refer to says " see special supplement " for additional German, Greek, 
Russian, 
Cuban, and perhaps other series .
