We had this conversation at NYU not too long ago (and reached no solid conclusion) and I sent the question on to the arlis-cpdg list (ARLIS/NA cataloging problems discussion group). You can read the list archive at http://lists.nyu.edu/read/?forum=arlis-cpdg (thread dated 05-31-2008). That conversation didn't go very far nor reach much conclusion.
If I have a common practice, I'd say I generally try to match the start of the title browse at the same point the heading would start, so Greco and Le Corbusier. This is true especially if the language seems to be in agreement, that is, titles in Spanish under Greco. At the same time, as I look at your list of sample titles, I can imagine setting the non-filing indicator for all of the titles in English to zero.
Le Corbusier doesn't trouble me as much as El Greco since we may say "Corbu" but we probably don't think Corbusier is his name, perhaps this is because there's a happy confluence of English and French expectancy.
Or as we say to the user, have you tried keyword?
