Is the parker.fo file actually where the program is looking for it, in "c:\pubclass\documents\parker.fo" ?  If not, you might try is replacing "parker.fo" with the full path to the file starting with "c:\[whatever]" .  If that works, then it may just be that you need to add a location to your environmental PATH variable so that it knows where to look for the .fo files...

Thanks, Edgar.  I tried inserting "transform" in the pathway but that doesn't work either.  I don't have a subfolder named "transform."  "Pubclass" is the folder that Daniel Pitti set up that contains all the NoteTabPro folders and files associated with creating the EAD, transforming SGML to XML, XML to HTML, and creating PDFs.
