Thanks for the clarification. It sure makes sense to restrict the  
existing registry to projects rather than programs. Would you mind

about the following programs which don't seem to fit the "project" category:

bibutils
refbase
RefDB

I reckon these entries would be better hosted on your new tools page.  
Reciprocal links on the top of each page might make it simpler for  
users to find items which don't clearly fit one or the other category.
