You got your blame all mixed up. All that the Bono law did was extend
it from 2047 to 2067. This did NOTHING to change the RIAA's "primary
problem". That goes back to the 1975 law. If anything, the extension
could have reduced the haste of the RIAA since it would have 20 more
years to persecute and prosecute the American public.
