Farrukh, that document is a preliminary draft, 12 years old. And it is as
far as ZDSR got. There is no official Z39.50 specification addressing
distrbuted search.

There was some work on metasearch for SRU done in NISO a few years ago.
There was a profile developed, but I can't find it easily. Ralph can help.
(Or I'll find it when I get back Monday.)
