I do not know the year but the people behind the annual Excellence in
Children's Science Fiction Literature Award aka Golden Ducks did propose to
WSFS that a Hugo be created for YA. Each selected Worldcon can add a Hugo
catagory good for that Worldcon.
Since 1992, Golden Ducks have been handed out at both that year's Worldcon
and when a NASFiC happens at the NASFiC also. Steven Silver included the
Golden Ducks in with oher awards at Chicon 2000. I put them on MilPhils
Developing the Young Reader Educator's Saturday schedule. Cascadiacon 2005
included then in the banquat with the Heinlein awards.
YA is not overlooked by seated Worldcons. Hugo nomiations/voting is by that
Worldcon's membership. Who did you nominate for a 2009 Hugo? I could have
nominate Ender's Exhile or several other books but didn't take the
Farmer in the Sky won a retroHugo. What about Coraline? The novel won; the
movie could be nominated.
Complaining because there is no YA Hugo is asking for something not in the
rules. Hugo catagories change if supported by WSFS members. Takes time but
