This is one of those oversimplified generalizations that isn't really true.
I would never trust any analog or digital de-emphasis to be accurate without testing however both can be done with a proper implementation. Virtually all cutting systems were calibrated to match the playback of an RCA test record that had been equalized for flat playback response. This is the gold standard to match precisely what we mastering engineers believed we were recording on the disk.
