It would greatly simply programming for us to have an LDR/18 code for
RDA, perhaps "r", as opposed to 040$erda. True, there are more
possible rules than 26 letters and 10 numbers plus blank, but so far
(counting blank) only four have been used.
It seems to me there could be the same relationship between LDR/18 and
an 0XX field as there is between 008/35-37 and 041 for language(s).
No one has proposed giving up 008/35-37 because it does not cover all
possible cases. In a vast majority of cases, only LDR/18 would be
required. The 0XX for rules would be needed even less than 041 for
languages.
