My experience with MS Access migration from 97-2002 was
underwhelming. IIRC, I had to substantially rewrite parts of my
highly customized address book system.

You might try Open Office Base...it's free and, I think (from what I
have heard) it is at least competent. I actually enjoyed dBase III
and enjoyed Access far less. Probably my inexperience with OOP.
