LC has often used that particular phrase as a subtitle (e.g. LCCN 2006102126)
In general, since tracing of series in now optional, I think that we should be very flexible about tracings that don't seem to add much value. When we aren't sure what to do with a phrase, we can consider the options of a note, a subtitle, an untraced series, or just ignoring it. This gives us more time to devote to series that do provide useful collocations.

LCRI 1.6 "Series or phrases" is the closest I can get, though it doesn't seem to mention phrases containing a personal name author. It does seem like a good candidate for series-like phrase note.

It seems like a lot of work to make series records for not a lot of return, especially when there are character headings available.
