Hi Nathan,
The Archives Hub contributors use consistent and succinct entries for <repository>, which link to
contact details available in an external archives directory, and they can then use <publisher> as
they wish to. They don't always use it, but it often includes more detail. E.g.
http://archiveshub.ac.uk/search/record.html?id=gb133ryl (publisher is under 'cataloguing info' link).
