Turn that around. Bibco catalogers would simply not recognize the
concept of "local headings", since they can supply accurate information to
all the libraries in the world in one swell foop (saving all expensive
efforts). In the world of online data, there is no "local" anymore.
Even many "local" catalogs are online, so some degree of uniformity is
certainly preferable.
