Almost two months after the PCCLIST discussion on this topic, I was
frustrated by problems controlling series statements in Connexion when
they contain the 830 $x. There is an error message that the $x is too
long. So I searched the OCLC-CAT archives and found a long post by Robert
Bremer dated Aug. 21, 2009. He wrote:
"The addition of $x to 8xx series tracing fields in MARC 21 was made at
the request of CONSER in support of the CONSER Standard Record policy.
Under that serials cataloging policy, a 4xx series statement for a traced
series would be omitted in favor of input of the 8xx series tracing
only ... In monographic cataloging there is currently no policy in place
to omit series statements. ... OCLC recommends that subfield $x in 8xx
series tracing fields be omitted from master records in WorldCat when the
same ISSN already appears in 490."
Hope this helps,
Amy

infer that the 830 $x is optional for all types of cataloging. And I
certainly hope so, as I think that if the ISSN is needed for retrieval of
individual series statements, it could be supplied from the authority
record rather than from having the cataloger copy and paste multiple times.
