If someone wants badly enough to find birth information about a person, they can use the same resources that we use in the majority of cases. Many theses and dissertations are available online, and if they contain vita, they are available to all searchers. I suggest that we just use good judgment in combination with our institutional policies.

How about a scenario where the month and date might be needed down the road to distinguish two people with the same name born in the same year? If only the year is known for the person being newly added, knowing the month and date of birth of the person on the existing NAR would be very helpful. I always put all the date info in 670s.

I only put the year of birth, if it is necessary for resolving a conflict.
That is, if it will be part of the heading. (We usually don't have that
info unless we ask for it specifically, and we only ask if we need to
resolve a conflict.)
So I only put the info that I need for the heading in the 670. I leave out
the month and day of birth if I don't need it.
