The stylesheet would know based on the encoding. If it's a date span, it would be encoded as
<unitdate normal="1963-1968">1963-1968</unitdate>
If it's two separate dates, it would be encoded as
<unitdate normal="1963">1963</unitdate><unitdate normal="1968">1968</unitdate>

I think you need to put the punctuation somewhere.
You cannot let the stylesheet decide what you intended to display:
How can a stylesheet know that you meant 1963-1968 instead of 1963,1968?
