Actually, I think this is the first time I've seen anything about a
projected date for the implementation decision. The timeline has always
included a three-month period (currently set at Jan.-Mar. 2011) for analysis
of the test, but I don't think there was a date for publication of the
analysis, or the decision. Given the amount of data the testing libraries
are likely to produce, three months to both analyze the data AND come up
with implementation decisions seems like a short amount of time.
