That's how it was presented to us at a Recording Academy meeting by
Congresswoman Bono herself. Reducing any country's copyright term in order
to conform with a treaty would obviously make that treaty totally
unacceptable to that country. The whole point was to make all countries'
copyright terms the same in order to facilitate international enforcement.
Needless to say this is not popular with the corporations who seek to make
copyright enforcement impossible which is why all of the misinformation
about term extensions is being peddled.
The Rome treaty is a separate issue. I believe, if I recall correctly, only
the U.S., Iran and North Korea aren't signatory.
