Actually, no (though I can understand the confusion); ISO 8601 considers
'2006-06' to be the representation of a month so strictly speaking
'2006-06?' would be "questionable month".
'2004(-06)?' would be "year known, questionable month within year" I've
added this example (number 3021) hopefully to provide additional clarity.

Good point, I'm not sure which is better and we should figure this out.
