(Leaving aside the "21st century bibliographies" reference ....) The spec
does not assert that there is or is not a requirement to represent the year
30,000, it merely asserts the need to represent years beyond 9999, and the
solution is general enough that year 30,000 can be represented, whether you
need it or not.
