Thank you, Brian. I believe this is exactly the problem we have been having: the default MIME types on our Microsoft IIS does not include a MIME type for the .ent files that the EAD DTD requires.
I asked our network administrator to add this MIME type and the problem seems to be solved.
Prior to this, we were unwittingly routing users to bypass http access to the EAD DTD, and some users were reporting that the finding aids were not viewable.
Adding the MIME type to our IIS allows me to correctly route users to the EAD DTD using a http url, namely http://www.digital.butlercenter.org/ead/ead.dtd, rather than the file address we were using before, \\www.digital.butlercenter.org\ead\ead.dtd.

Maybe IIS is not configured correctly to serve ".ent" files over http;
but when they are accessed via \\www.digital.butlercenter.org\ over
the local connection to your computer the .ent file does not go over
http?
