Yes, the intention is to use id.loc.gov for PREMIS controlled vocabularies, and we would like to provide a mechanism for others to contribute, whether it become part of the public vocabulary itself or a locally defined value. Currently we are in a transition period while we move id to another platform. In the meantime we have the lists of suggested values marked up using SKOS so that we'll be ready to put them into the system.
Would it be useful to put up a web page documenting the vocabularies for the short term-- to reflect what will go into the authorities and vocabularies service when it is ready?

Subject: Re: [PIG] Balancing human readability/understandability with external controlled vocabularies
Could id.loc.gov provide an ultimate solution to this? Will LC allow others to add their local values to the vocabularies LC mantains?

We have been having some concerns with the amount of external controlled vocabularies that our PREMIS relies upon. The most recent examples are our preservationLevelValue and a vocabulary for reasons for an item being deleted. While it would benefit future digital archaeology to have a full phrase in the deletion reason, such as “publisher opt-out” or something similar, it’s more controllable to rely on an external dictionary and put a code in the deletion reason. Similarly, our preservationLevelValue can simply be a number, which means something based on an internally defined controlled vocabulary, but is meaningless to anyone reading the metadata without access to that vocabulary.
How are the rest of you dealing with this balance? Please let me know.
