I don't think that we should make this change based solely on the W3C XLM schema convention, since it was in part the limitations of the W3C dateTime spec that led to this effort to begin with.
I do recall (vaguely) however that early on we presribed that a time would not be meaningful without a complete date, as in your example with a time attached to the year 2011.
Could someone remind me why this is useful?
