Keep in mind that if EDTF is a success, it will be used outside of
XML. I, for example, want to use it primarily in a JSON data format,
and also embedded in HTML (including non-XML HTML5).

So I think we should avoid any solutions that are too particularly
tied to XML (like QNames).
